Kimberly brings decades of experience at the intersection of law, policy, and good governance. She is recognized for her prolific design and implementation of effective, pragmatic organizational strategies. With 20+ years as a Senior Executive in the U.S. Departments of Homeland Security and Commerce, her true talent is fostering human connection and realizing large-scale policy.

Kimberly strengthened critical business support functions for 62,000 employees as the Executive Assistant Administrator for Enterprise Support at the Transportation Security Administration, and tackled complex organizational challenges as the Deputy Chief Administrative Officer for the United States Patent and Trademark Office and the Director of Civil Rights for the Department of Commerce. She is a 2021 recipient of the Presidential Rank Award and the Roger W. Jones Award for Executive Leadership.

Kimberly is recognized for her prolific design and implementation of effective, pragmatic organizational strategies and advising clients on driving change with transparency and empathy. She is a trusted coach to individuals newly appointed to senior leadership roles. She regularly speaks on civil rights-related topics at conferences and events nationwide.

As the former Executive Assistant Administrator for Enterprise Support at the Department of Homeland Security’s Transportation Security Administration (TSA), Kimberly strengthened critical business support functions - human resources, acquisition and procurement, training, and logistics - for 62,000 employees and 2.2 million passengers. Prior to that role, she was the Assistant Administrator for Civil Rights & Liberties, Ombudsman, and Traveler Engagement (CRL/OTE). Kimberly previously served as the Deputy Chief Administrative Officer for the United States Patent and Trademark Office (USPTO) and as Director of Civil Rights for the Department of Commerce. 

Kimberly is a 2021 recipient of the Presidential Rank Award and the Roger W. Jones Award for Executive Leadership. She has received a DHS Secretary’s Award, TSA Silver Medal Award, TSA Core Values Award, and TSA Trailblazer Award, as well as a Silver Medal and two Bronze Medals for the Department of Commerce.

A graduate of the National and International Security Program at Harvard University’s John F. Kennedy School of Government, Kimberly holds a law degree from the Catholic University of America’s Columbus School of Law and is a member of the District of Columbia Bar. She studied psychology at the University of Tennessee and organizational psychology at Columbia University.
