Talent & Culture Leader

Dr. Elizabeth Kolmstetter is a recognized expert in Talent Management, Organizational Development, HR Programs, and Industrial and Organizational Psychology. She is an accomplished leader in federal Human Capital and served as a member of the Senior Executive Service for 20 years, leading ground-breaking and innovative talent management programs across eight federal agencies.

During her 32 years of public service, Elizabeth served at the Cybersecurity & Infrastructure Security Agency (CISA), National Aeronautics and Space Administration (NASA), U.S. Agency for International Development (USAID), Office of the Director of National Intelligence (ODI), Central Intelligence Agency (CIA), Federal  Bureau of Investigation (FBI), Transportation Security Administration (TSA), and National Skill Standards Board/Department of Labor (DOL). In addition, she was selected to serve on special assignment to the President of the United States as a Senior Policy Advisor in the Office of Performance and Personnel Management. Elizabeth is the recipient of numerous awards including the Presidential Rank Award, NASA's Outstanding Leader Medal, and the National Intelligence Superior Service Medal from the Director of National Intelligence.
