LUKE & Associates, a healthcare staffing firm serving the U.S. Department of Defense (DOD), Department of Homeland Security (DHS), and Customs & Border Protection (CBP), provides bilingual caregiver and monitoring services at U.S. borders. Reports emerged raising concerns about LUKE staff’s compliance with contractual obligations to ensure the safety and well-being of children in their care.

Policy Review & Benchmarking: We reviewed key corporate documents—incident reports, investigations, policies, checklists, and training protocols—and conducted independent research to benchmark best practices for caregivers and the limited English proficiency population, and assess compliance.
Data Collection & Analysis: We Interviewed company executives to assess workplace culture, employee experience, and key policies on reporting, attendance, training, complaints, and compliance.
Organizational Diagnostic: We conducted a thorough evaluation of corporate communication, supervisory training, and workplace culture, to recommend a unified, enterprise-wide policy framework and culture assessment to support change management and workforce alignment.
Results Achieved:
SynergyUSA’s final report equipped LUKE with clear, actionable strategies to strengthen workforce cohesion, improve leadership effectiveness, and align operations with strategic goals.
